    If it takes a long time to reuse a launcher then that means that it needs a lot of work = man-hours = cost. If you can swap out a engine and rapidly launch a rocket it may still means a lot of man hours building each engine = a lot of cost. So, whereas rapid reusability is good we need to understand that what we ultimately care about is cost.
